Are labels suitable for low temperatures?

Yes, but it is important to select the right combination of material and adhesive. Paper materials usually allow application from around 0 °C, while synthetic solutions perform well at lower temperatures. For freezing or very low temperatures, special materials and adhesives are recommended.
